Very good question. Sort of, yes – in that like Bush he has "toughened up" and started speaking in less nuanced terms – but also no, not really – in that unlike Bush he is dealing with matters that the public are right, rather than wrong, to care about (ie, the economy cf. a hyperbolic notion of terrorism).
